Overview

NGI was requested to complete a supplemental environmental assessment of a 45-acre property proposed for residential development in Central Oregon. NGI was requested to complete these services after the initial environmental consultant had completed a Phase I ESA and had only identified limited environmental concerns associated with a former mechanic shop. In completion of the work NGI completed in-depth interviews with on-site personnel. These interviews and a site reconnaissance by NGI identified a large area of buried debris. After completing ground penetrating radar assessment and test pits a total of fifty-two buried 55-gallon drums of Bunker C oil were removed from the property. A total of 17,000 tons of solid waste and heavily impacted petroleum contaminated soil were also removed from the proposed home sites and hauled off-site for disposal. For low to moderately petroleum impacted soil NGI was able to statistically demonstrate that this soil did not pose unacceptable risk to human health and the environment and accordingly, off-site disposal costs were able to be significantly reduced by re-utilizing these soils in non-structural landscape areas under a protective cap. The project received a No Further Action determination from the Oregon DEQ.
